August 16 2013 holiday – Davao City

President Benigno Aquino III has declared August 16, Friday, a special non-working holiday in Davao City. This is to give way for the week-long celebration of Kadayawan Festival. Aquino made the announcement through Proclamation 630, which Executive Secretary Paquito Ochoa signed in his behalf last August 6. Read the full text of Proclamation 630 here.

In the proclamation, it was stressed that the City Council of Davao requested Malacanang to issue the proclamation. According to the Department of Labor and Employment’s Handbook on Workers’ Statutory Monetary Benefits, “workers who are not required or permitted to work on special days are not entitled to any compensation.” This is particularly the case especially if there’s no existing provision in the Collective Bargaining Agreement (CBA) or company policy that says otherwise.
