#WalangPasok – October 31 2017 declared holiday nationwide

Filipinos nationwide will have back-to-back holidays due to the observance of the All Saints’ Day, which is known locally as Undas.

As stipulated in President Rodrigo Duterte’s Proclamation 50, both October 31 (Tuesday) and November 1 (Wednesday) are declared as special non-working holidays. You can read more about Proclamation 50 through this link.

During this period, Filipinos families typically go to their respective provinces to visit their departed loved ones. The Department of Labor and Employment’s Handbook on Workers’ Statutory Monetary Benefits (2016 edition) mandates that those who report for work on these days are entitled to get an additional 30% on their regular hourly pay rate.

*1st 8 hours – plus 30% of the daily rate of 100%

*excess of 8 hours – plus 30% of hourly rate on said day

So, if you are a minimum-wage earner (P481 in Metro Manila):

P60.10 (the hourly pay) X 0.30 (the additional pay) = P78.13 (your special holiday rate)

However, it must be pointed out that based on the aforementioned DOLE rules, the holiday premium is only for employees who are present or who are on leave of absence with pay on the workday immediately preceding the holiday. In this case, that would be October 30, Monday. In order to avoid complications, it would be better for workers to file a leave of absence ahead of time.
