#WalangPasok – February 11 2022 declared holiday in Aklan, Antique, Capiz, and Iloilo

The four provinces in Panay Island – Aklan, Antique, Capiz, and Iloilo – will lead the nation in commemorating the 36th anniversary of the assasination of Evelio Javier this February 11. The day has been declared a special non-working holiday in the four aforementioned provinces by virtue of Republic Act 7601 which was enacted in 1992 by then-President Corazon Aquino.

Javier, a stalwart figure from the opposition toward the end of Ferdinand Marcos’ dictatorship, served as the governor of Antique from 1971 to 1980. Javier took a short break from politics to study in the United States during the early 1980s, but he returned in 1984 and unsuccessfully ran for the position of assemblyman against Marcos ally Arturo Pacificador.

Javier protested his defeat before the Supreme Court (SC) but he no longer lived to see its conclusion because he was shot to death by four masked gunmen on February 11, 1986. Javier’s murder came just four days after the snap presidential elections featuring Marcos and Aquino.

Later in 1986, the SC posthumously proclaimed Javier as the rightful winner of the 1984 local race for assemblyman. In 2002, the SC affirmed the conviction of Pacificador’s bodyguards in connection with the murder case. .

Pay Rules For Evelio Javier Day – February 11, 2022

According to the 2020 DOLE handbook on workers statutory monetary benefits, the “no work, no pay” principle applies during special non-working holidays like Chinese New Year. This means that workers who are not required or permitted to work on February 1, 2022 are not entitled to any compensation unless there is a collective bargaining agreement or a company policy that provides for that.

The handbook likewise highlighted that employees who work during special non-working days are entitled to receive an additional pay of 30% for every hour that they render service.
