#WalangPasok – January 17 2022 declared holiday in Olongapo, Subic

Olongapo City in Zambales will be commemorating the 105th anniversary of James L. Gordon, who served as its mayor from 1964 to 1967, this coming January 17. He is the late father of Senator Richard Gordon.

The day has been declared a special nonworking holiday in Olongapo City as well as in the Subic Bay Freeport Zone through Republic Act 11217 which President Rodrigo Duterte signed back in 2019. The full text of RA 11217, which commends Gordon for his “achievements, contributions, and heroism,” can be accessed here. The holiday will give those working and studying in Olongapo and Subic a three-day weekend since January 17 this year falls on a Monday.

According to the 2020 DOLE handbook on workers statutory monetary benefits, the “no work, no pay” principle applies during special non-working holidays. Meaning, workers who are not required or permitted to work on special non-working days are not entitled to any compensation unless there is a collective bargaining agreement or a company policy that provides for that.

The handbook likewise highlighted that employees who work during special non-working days are entitled to receive an additional pay of 30% for every hour that they render service.
