#WalangPasok – March 1 2022 declared holiday in Muntinlupa CIty

Muntinlupa City will be celebrating its annual Charter Day this March 1, Tuesday.

The day is a special non-working holiday in Muntinlupa City as stipulated in Republic Act 9191, which was enacted in 2003 during the term of then-President Gloria Macapagal-Arroyo. The full text of RA 9191 can be accessed here.

Previously part of Rizal province, Muntinlupa became part of the National Capital Region in 1975. It was designated as a highly-urbanized city in March 1, 1995 by virtue of Republic Act 7926, which was signed by then-President Fidel V. Ramos. Muntinlupa is considered as Metro Manila’s “gateway to CALABARZON” because it is the southernmost city in the region.

According to the 2020 DOLE handbook on workers statutory monetary benefits, the “no work, no pay” principle applies during special non-working holidays like the annual celebration of Muntinlupa City’s Charter Day.

This means that workers who are not required or permitted to work on March 1, 2022 are not entitled to any compensation unless there is a collective bargaining agreement or a company policy that provides for that.

The handbook likewise highlighted that employees who work during special non-working days are entitled to receive an additional pay of 30% for every hour that they render service.
