#WalangPasok – December 2 2023 declared a holiday in Pasay City

Pasay City will be celebrating its 160th foundation anniversary this December 2, Saturday. The day is a special non-working holiday in the said city as stipulated in Republic Act 11140 that then-President Rodrigo Duterte signed back in 2018.

According to a brief history posted on the city government’s official website, Pasay became a pueblo on December 2, 1863 as proposed by Archbishop Gregorio Martinez of Sta. Cruz. We now refer to a pueblo as a town or municipality. It was led by a gobernadorcillo, the present-day equivalent of a municipal mayor.

Pay Rules For Pasay City Foundation Day – December 2, 2023

According to the 2023_edition of Department and Labor and Employment’s (DOLE)_Handbook_on_Workers_Statutory_Monetary_Benefits, the “no work, no pay” principle should be in effect during special non-working holidays like this year’s Pasay City foundation day anniversary.

In line with this, workers who are not required or permitted to work on December 2 in Pasay City are not entitled to receive any compensation unless there is a collective bargaining agreement or a company policy that implements that.

The handbook likewise highlighted that employees who work during special non-working days must receive an additional pay of 30% for every hour that they render service.
