January 23 2024 declared a holiday in Bulacan

The Philippines will be marking the 125th anniversary of the inauguration of the Malolos Republic at the historic Barosoain Church this coming 23 January 2024.

This day, which this year falls on a Tuesday, has been declared a special non-working holiday in the province of Bulacan by virtue of President Ferdinand Marcos, Jr.’s Proclamation 428. Meanwhile, it is a working holiday elsewhere in the country in accordance to Republic Act 11014 which was signed in 2017 by then-President Rodrigo Duterte.

Pay Rules for January 23, 2024 holiday in Bulacan

According to the 2023_edition of Department and Labor and Employment’s (DOLE)_Handbook_on_Workers_Statutory_Monetary_Benefits, the “no work, no pay” principle should be in effect during special non-working holidays.

In line with this, workers who are not required or permitted to work on January 23 in Bulacan are not entitled to receive any compensation unless there is a collective bargaining agreement or a company policy that implements that.

The handbook likewise highlighted that employees who work during special non-working days must receive an additional pay of 30% for every hour that they render service.
