#WalangPasok – September 15 2017 declared holiday in Bulacan
The country will be marking the 119th anniversary of the inauguration of the Malolos Congress or the Anibersaryo ng Kongreso ng Malolos this September 15.
The day has been declared a special non-working holiday in the province of Bulacan by President Rodrigo Duterte through Proclamation 291 (download the full text here). It will give most Bulakenyos another three-day weekend because September 15 falls on a Friday.
The inauguration of the Malolos Congress is significant in Philippine history because the delegates there were also the ones who drafted the 1899 Malolos Constitution, which was promulgated January 1899. This constitution served as the basic law of the First Philippine Republic under President Emilio Aguinaldo.
Prior to this, Bulacan had two special non-working holidays from August: the province marked its foundation day last August 15 while it commemorated revolutionary propagandist Marcelo del Pilar’s birth anniversary day last August 30.
The Department of Labor and Employment’s Handbook on Workers’ Statutory Monetary Benefits, 2016 edition indicates that “workers who are not required or permitted to work on special days (including the one discussed in this post – TFS) are not entitled to any compensation.”
This is the case especially if there’s no existing provision in the Collective Bargaining Agreement (CBA) or company policy that says otherwise.
