The Department of Education (DepEd) has released the guidelines for the release of the much-anticipated performance based bonus or PBB for its employees, most notably public school teachers.

Through Department Order #53 s. 2017, Education Secretary Leonor Briones outlined the conditions that DepEd employees must satisfy to be eligible for the PBB. It is worth pointing out that DepEd is merely following the guidelines in the granting of PBB which was first laid out by the Department of Budget and Management through Memorandum Circular 2017-1. This was released last March 2017.

1) An official or employee who has rendered a minimum of nine (9) months of service in the current rating period, and with at least “Satisfactory” performance rating may be eligible to the full grant of the PBB.

2) An official or employee who rendered less than nine (9) months but a minimum of three (3) months of service in the current rating period, and with at least “Satisfactory” performance rating may be eligible for the grant of PBB on a prorata basis corresponding the actual length of service rendered, as follows*:

8 months but less than 9 months  – 90%
7 months but less than 8 months  – 80%
6 months but less than 7 months  – 70%
5 months but less than 6 months – 60%
4 months but less than 5 months – 50%
3 months but less than 4 months – 40%

Keep in mind that as stipulated in Department of Education’s Department Order #23 s. 2016, school year 2016-2017 ran from June 13, 2016 to April 7, 2017.

An employee may not be able to meet the nine-month requirement to receive the PBB in full due to the following circumstances:

i. Being a newly hired employee
ii. Retirement
iii. Resignation
iv. Rehabilitation Leave
v. Maternity Leave and/or Paternity Leave
vi. Vacation or Sick Leave with or without pay
vii. Scholarship/Study Leave
viii. Sabbatical Leave

In accordance to then-President Benigno Aquino III’s Executive Order 201, the PBB rate for the year 2017 will now depend on the performance ranking of the delivery unit where the employee belongs, as well as his or her monthly basic salary as of end of the current rating period.

Good Delivery Unit                                                    50%

For example, a Teacher III who’s earning salary grade 13 (equivalent to P23,257) every month can get a PBB of P11,628.50 if his or her school has been rated as a “good delivery unit.” The PBB is expected to be released by mid-to-late December 2017.

Reiterating DBM’s guidelines, DepEd stressed that those who were found guilty of administrative and/or criminal cases filed against in the current rating period shall not be entitled to the grant of PBB. This is the rule even if the decision on the case is still under appeal. “If the penalty meted out is only a reprimand, such penalty shall not cause the disqualification to the PBB,” the order also stated.

Officials and employees who failed to submit the annual Statement of Assets, Liabilities, and Net Worth or SALN as prescribed by the Civil Service Commission are also not entitled to the grant of PBB.

Are we qualified to receive this PBB ?We retired july first 2017 and we used our service credit on june 2016 according to the HR in the Div of Marinduque we cannot receive it because we hve sick leave. So what happened to our service on june 2015 to march 2016?It was the first implementation of IPCRF.We did our best to give the attachments but they are all useless.Di na lang sana kami nag submit.pPls teply ty and more power!
