The Philippines will be commemorating the 173rd birth anniversary of Spanish-era journalist and hero Marcelo del Pilar this coming August 30, 2023.

The day, which this year falls on Wednesday, is a special non-working holiday in Bulacan as declared by Republic Act 7449. The law took effect during the time of then-President Corazon Aquino.

Del Pilar made his mark in Philippine history for his leading role during the reform movement against the Spanish colonial government from the 1880s until his death in 1896. He used the pen names “Dolores Manapat,” “Plaridel,” and “Pupdoh”

The other leaders of the Propaganda Movement were Jose Rizal and Graciano Lopez-Jaena.

Pay Rules For Marcelo Del Pilar Day – August 30, 2023

According to the 2023_edition of Department and Labor and Employment’s (DOLE)_Handbook_on_Workers_Statutory_Monetary_Benefits, the “no work, no pay” principle should be in effect during special non-working holidays like Marcelo del Pilar’s birth anniversary on August 30.

In line with this, workers who are not required or permitted to work on August 30 in Bulacan are not entitled to receive any compensation unless there is a collective bargaining agreement or a company policy that implements that.

The handbook likewise highlighted that employees who work during special non-working days must receive an additional pay of 30% for every hour that they render service.
